Bills agree to terms with Arthur Moats, Levi Brown

The Buffalo Bills have struck a pair of four-year rookie deals with sixth-round linebacker Arthur Moats and seventh-round quarterback Levi Brown, a league source confirmed.

Moats' rookie deal includes a signing bonus of about $112,000 for a total base value of about $1.9 million.

The total value can be boosted significantly if he triggers a fourth-year escalator clause.

Meanwhile, Brown received a bonus in the neighborhood of $69,000 for a total base value of nearly $1.86 million.

He also received a fourth-year escalator clause that can increase the total maximum value of the deal.

The deals were first reported by Scout.com.

Moats was a first-team FCS All-American selection from James Madison.

The 6-foot, 245-pounder projects as an outside linebacker at the next level after playing a traditional defensive end position in college.

At the NFL scouting combine, Moats ran the 40-yard dash in 4.64 seconds and bench pressed 225 pounds 24 times. He also registered a 36 ½ inch vertical leap, a 10-2 broad jump and a 4.37 in the 20-yard shuttle.

Moats led JMU last season with 90 tackles, 23 ½ for losses and 11 sacks.

He received the Buck Buchanan award as the top Division I-AA defensive player in the nation.

Moats played in the Texas vs. the Nation all-star game.

Brown was the Sun Belt Conference Player of the Year.

Last season, Brown passed for 4,254 yards, 23 touchdowns and nine interceptions.

For his career, Brown passed for 6,968 yards, 43 touchdowns and 19 interceptions.

The 6-foot-3, 229-pounder improved his 40-yard dash to 4.82 seconds at his campus Pro Day workout after running in the 4.9 range at the NFL scouting combine.

Brown has also registered a 34 1/2 inch vertical leap and bench pressed 225 pounds 20 times.
