BALTIMORE -- Shorthanded in the secondary and unwilling to take any risks in a meaningless preseason game, the Baltimore Ravens are starting Chris Carr and Travis Fisher at cornerback.

Carr was originally listed as a scratch due to a hamstring injury, but the Ravens opted to play him.

Fisher is starting in place of Fabian Washington, who is still on the mend from a torn anterior cruciate ligament suffered last season.

Oniel Cousins is starting at right tackle with Jared Gaither still dealing with back spasms.

Tom Zbikowski, as expected, is starting at free safety.

The Ravens deactivated the following players: safety Ed Reed (hip), cornerback Lardarius Webb (knee), safety Marcus Paschal (right quadriceps), Washington, running back Matt Lawrence (knee), cornerback K.J. Gerard (hamstring), linebacker Brendon Ayanbadejo (quadriceps), Gaither and offensive tackle Tony Moll (concussion).

Offensive guard Ben Grubbs, who suffered an undisclosed injury Wednesday, is slated to play.

Meanwhile, the Carolina Panthers deactivated cornerback Chris Gamble, safety Aaron Francisco, running back Jonathan Stewart, running back Mike Goodson, linebackers Jordan Senn and Thomas Davis, offensie tackle Garry Williams and offensive tackle Jeff Otah and wide receivers Steve Smith, Trent Guy and Charly Martin.

Kenny Moore is starting in place of Smith and Captain Munnerlyn and Geoff Schwartz are starting for Gamble and Otah, respectively.
