INDIANAPOLIS -- The Dallas Cowboys won't extend a restricted free agent tender to running back Phillip Tanner, according to a league source.
That will make him an unrestricted free agent.
The decision is because of the Cowboys' overloaded salary cap.
Tanner has gained 242 career yards and scored two touchdowns.
He made the Cowboys after going undrafted out of Middle Tennessee State three years ago.
