NCAA sanctions are not stopping Bill O'Brien from continuing to bring in quality talent to State College.

The Penn State head coach's latest work of magic came Wednesday night in the form of a commitment from Troy Vincent Jr., who is verbal pledge No. 12 for the Nittany Lions' 2014 recruiting class.

The 5-9, 189-pound cornerback from Gilman School (Baltimore, MD), who committed to the Nittany Lions while on campus for a visit Wednesday, is the son of former Philadelphia Eagles defensive back Troy Vincent.

Rated as a four-star prospect by Rivals.com, Vincent Jr. is considered one of the better cornerbacks nationally. While he is one of the more athletic rising senior cornerbacks, he has also been lauded for his smarts and awareness.

Vincent Jr. had other offers from major programs, including Michigan, Michigan State and Wisconsin. He is the third defensive back commit for PSU, joining fellow cornerback Daquan Worley and safety Marcus Allen. The Nittany Lions have made the defensive backfield a priority this cycle.

The Maryland product will join fellow Nittany Lions commit De'Andre Thompkins at The Opening, a camp in Beaverton, OR, that runs from June 30 through July 3.
