When draft boards are constructed, NFL teams take one of two approaches. The first is to rank the draft’s top 32 players and give each a first-round grade, followed by the draft’s next 32 prospects, who garner second-round grades, and so on.
The second approach is to use a value chart, in which each prospect, based on film study, earns a grade depending on his play. If only 25 prospects grade out as first-round talent, only 25 receive first-round grades. This allows NFL teams to see the full value of the draft and not force first-round grades on prospects who aren’t worthy.
Here is the National Football Post’s second value chart of the draft season:

Devin Scott: Good thoughts but I think Peria Jerry is best suited to play the 3-technique, I don't think he has the length to play DE in a 3-4 and it is a waste of his penetrating skill set. And the Packers are best suited to land either a pass rusher or if they have strong convictions about Raji, then go up and get him.
John: I have never had Andre Smith as the number one on my board, ever. I don't think I have even had him as my number one tackle. I had him going to the Lions number one at one point, but please remember, Mock drafts are what I think the team will do, not what I would do.
Great, great stuff!! What do you think of the Seahawks taking Raji in the 1st round and Freeman (if still available) with the 2nd pick and work on him for a couple of years in order to take Matt place when he'll be 35/36? Or do you think Seattle has more pressing needs to "waste" a pick for a project QB?
At the moment, the Packers purport to want more mobile defensive linemen, since Capers believes that it's a waste to play Cullen Jenkins as a stationary-nose tackle-two gap type.
In any case, Thompson's draft intentions will be clearer once two factors play themselves out : Justin Harrell's back and Johnny Jolly's criminal trial.
Jolly's trial should start in late March.
If both factors turn out well for GB, there will be less of a pressure to get a D-Line starter in the first round.
And that is presuming no FA signings of note (Olshansky, Holliday or whoevver might get released between now and then).
i wouldnt put Everette Brown in tier 2 because he's not 6'4 as people thought.he's 6'1 and it really hurt his stock.
bradon tate wouldnt even get draft for the simple fact he had a torn acl/mcl and i dont think teams are willing to draft him as all.they'll wait for him to be a free agent.
Derek Pegues belongs in the tier 6.he one of the smartest FS in the draft.his size might throw you off but his toughness and instint/versatility(he can play corner too) makes him a second to third round guy.he reminds me of ed reed
He didn't make your value chart but that will change; look out for Western Illinois OLB Jason Williams. He tied the NCAA record for career forced fumbles this year as a Senior with 14. He was snubbed by the Combine, just like your value chart. Then he went to Northwestern's Pro Day on March 19 and ran a 4.44 40 as a 240 lb LB - easily the fastest LB in the draft. He will go in the third round.
I only see one player from Wyoming what about the kid Wynell Seldon? Is he looking to go late round? What are your thoughts

Good post Devin. Personally I worry about drafting a DE to convert to OLB with #9 because he may not be able to contribute in his first year while learning NFL coverage.
I also see the 3-4 as being a potentially better run defense because it lets you put 5 guys on the line of scrimmage. The way the coaches are talking it sounds like we will set up in 3-4 on first downs and go to the 4-3 for second and third.
Brace in the second round would be great, we really need someone to play NT and allow Pickett to get his blows.
