From NFL.com:

Tony Romo appears ready to return to the Cowboys’ starting lineup for their big NFC East showdown with arch-rival Washington on Sunday night.

“He’s throwing with more zip on the ball,” Cowboys coach Wade Phillips said during his Monday press conference. “He looks more comfortable. He’s getting better and better in getting back to where he was.”

Romo hurt the pinkie on his throwing hand during an overtime loss to the Cardinals in Week 6. Since then, the Cowboys have gone 1-2 with Brad Johnson as the starting quarterback. In last week’s humbling 35-14 loss to the Giants, Johnson — who had thrown two interceptions — was replaced by Brooks Bollinger.

Rookie running back Felix Jones missed Monday’s practice session. Jones is still recovering from a hamstring injury suffered in the Week 6 loss to the Cardinals. Phillips was hopeful last week that Jones could return to practice this week.

With a 5-4 record, the Cowboys are currently tied for last with the Eagles in the extremely competitive NFC East.
