Foster was sidelined for six games last season due to a shoulder injury and a strained Achilles. Healthy again, Foster is expected to emerge as a starter at inside linebacker. Foster, 26, had 92 tackles, three interceptions, two returned for touchdowns and a forced fumble in 2013. A former third-round draft pick from Washington, Foster has 343 career tackles, six sacks and five interceptions. Foster operated as a three-down linebacker with the Buccaneers. Bears general manager Ryan Pace was familiar with Foster having watched him compete twice per season against the New Orleans Saints where Pace previously worked as an executive.
