He started once over the past two seasons.
The Browns have quarterbacks Robert Griffin III, Josh McCown, Austin Davis and Cody Kessler on the roster.
Shaw spent last season on injured reserve with a broken thumb.
He started as a rookie against the Baltimore Ravens.
